Today I happened to be wondering about Spiky-Eared Pichu, and why it can't evolve. Professor Elm says it can't evolve because it has time traveled too much, and I've got a theory to explain why.

Time travel is like teleportation in some way. It requires the DNA of the traveller to be broken apart again, and rearranged. Psychic Pokemon and Diagla have specially modified DNA upon hatching, which is naturally accustomed to breaking down and being rearranged, so that it doesn't mess up the DNA of that Pokemon due to repeated teleportation and time travel. People and Pokemon without the specialized DNA would have to go through getting their DNA rearranged with no method to cope with it if the DNA didn't get arranged right. In Pokemon, the gene(s) that cause a Pokemon to evolve are the most unstable genes in the body and can be easily altered. It may take years to ruin the DNA of a person or Pokemon with teleportation or time travel, but it may only take a few times to ruin the gene that causes evolution. Spiky-Eared Pichu has been time traveling for so long that it corrupted the gene that causes evolution, rendering it unable to evolve.

Ukelele Pichu could be the same. Exposure to Celebi's time travel alone could be enough to corrupt the gene, and Ukelele Pichu has witnessed Ben or Summer being whisked away by Celebi multiple times. However, this part of the theory could potentially be proved false, as Partner Pokemon aren't known to evolve. Also on the contrary, many other rangers have fully evolved partners, though it is not known if the Pokemon was found fully evolved, or evolved while under the rangers' care.
